Two kinds of fillable PDF—and they are not the same

A true AcroForm PDF contains actual form field objects: named, machine-readable widgets that hold text, checkboxes, or dropdown choices. A flat PDF is just a picture—lines, labels, and boxes printed onto the page with nowhere to type. Most government, bank, and tax forms downloaded as scans are flat. This tool only reads real AcroForm fields. Hand it a flat scanned form and it will find nothing to fill, because there is nothing there to find.

Tell them apart in ten seconds—the click test

Open any PDF in a viewer (Adobe, Preview, your browser). Try clicking where a value should go. If a text cursor appears in a box and you can type, it is a real AcroForm—this tool will work. If nothing happens and the form is just an image, it is flat. Try the PDF OCR tool to extract and label the text. Once it has a text layer you can work with it, though you will still be typing into a copy rather than into real form fields.

Field types: text, checkboxes, radio groups, dropdowns

This tool detects and fills text fields (any size), checkboxes (checked or unchecked), radio button groups, and dropdown or option lists. Push buttons and signature fields are detected but cannot be filled here—the tool displays them as read-only. Fill whichever fields are available, then download the completed PDF. Flattening by default: answers become permanent

When you download a filled form, the Flatten toggle is ON by default. Flattening bakes your answers into the page content and removes the form fields entirely, so the recipient cannot edit the answers. This is usually what you want when returning a completed, signed, or approved document. If you need the recipient to edit the answers later, turn off the toggle before filling—the downloaded form will keep all its fields editable. An output that started encrypted is saved unlocked; use Protect PDF to re-lock it if needed.

No form fields found? It is a flat scan, not a real form

If you upload a PDF and the tool says "This PDF has no fillable form fields," it means there are no AcroForm objects inside. The PDF is either a scanned image or a hand-drawn layout with no structure—the visual appearance of a form tells you nothing. A flat scan looks identical to a real form until you click; the tool shows you instantly whether there is anything to fill.
