That's because rotation in a viewer is temporary, stored in your session only, not in the file itself. Every PDF page carries a hidden /Rotate metadata entry that tells every viewer which direction is "up." Why Rotation Is Lossless (and Fast)
Rotating a PDF is not like rotating an image. The page content itself never gets re-drawn or re-compressed — the pixels stay exactly as they are. Only the orientation flag changes.
