**Problem** (3-5 sentences, who has this, why now)
**Solution overview** (2-3 sentences)
**User stories** (3-5, "As a … I want … so that …")
**Acceptance criteria** (testable, per story)
**Out of scope** (3-5 things)
**Success metrics** (1-3, with specific targets)
**Risks + mitigations**
**Open questions**
Rules:

- Success metrics must be numeric ("activation rate >40%" not "improve activation").
