**Footer nav** (legal, support, secondary)

**Mobile pattern** (hamburger / tab bar / etc.)

For each top-level item: name + 1-line tooltip + sub-items.

Rules:
- Use the user's task language, not internal product names.
- Don't exceed 7 top-level items.
- Footer can carry secondary/legal — don't bloat top nav.
